Slow startup caused by serial loading of users at startup

When the workers are started, the users for all threads are loaded. To speed up startup, the loading of users should be done lazily to reduce the time it takes for MaxScale to successfully start.

This can potentially cause the MaxScale startup to time out, causing it to be killed by systemd.
