Add Drained state in addition to Being Drained

A server can explicitly or implicitly be set in the Being Drained state, which means that no new connections will be created to the server. That state is also shown when listing the servers using maxctrl or maxadmin.

When the number of connections has dropped to 0, the state shown should be Drained.
