Watchdog notifications must be generated also when users are fetched.

    Description

      Users are fetched synchronously by workers. If that fetching takes longer than the watchdog timeout, then MaxScale may be killed by systemd (if the watchdog functionality is enabled).

      Consequrently, it must be ensured that the notifications are also generated during that time. The same mechanism as the one used in MXS-2178 can be used in this case as well.
