Commands to see config loaded in memory

(1) Add a maxadmin command that can dump the configuration that running MaxScale process is using as a configuration file.

(2) Add a maxadmin command or some other command-line utility that can show diff of maxscale.cnf on disk and the configuration that the running MaxScale process is using.
