Rule with only on_queries do not work

    Description

      A rule that only has the optional on_queries part does not work. This also seems to cause a debug assertion on debug builds. The following rules can be used to reproduce the problem.

      rule denied_select deny on_queries select
      		 
      users %@% match all rules denied_select
