Split Column_definition::init_for_tmp_table, item_sum.cc:calc_tmp_field_type() into methods in Type_handler

    Description

      In order to make build-in and loadable data types look the same inside the sever, the above methods should be split and moved into corresponding virtual methods in Type_handler.
