Create user documentation refers to mysql.user

The documentation makes references to mysql.user when instead mysql.global_priv should be mentioned. All references to mysql.user should be renamed to mysql.global_priv where appropriate, or a note to show the version differences.

For example:

The optional IDENTIFIED BY clause can be used to provide an account with a password. The password should be specified in plain text. It will be hashed by the PASSWORD function prior to being stored to the mysql.user table.

This should mention mysql.global_priv.
