Galera test silintly skipped if case of wrong version of Galera library

if version of installed Galera lib is wrong (e.g. galera3 instead of galera4 for 10.5) all the test are skipped with " [ skipped ] Wrong wsrep provider library version, found: 25, need: 26" error

in Jenkins, BuildBot and results viewer tool test run is green (no failed test).

Should tests fail in case of wrong Galera lib instead of "skipped" state?

if server is installed from packages - such situation is not possible because of packages dependencies, but in case of tarballs we can try to run tests with any version of Galera.
