mariabackup: remove unused option for backup locks

    Description

      Since we do not have LOCK TABLES FOR BACKUP and since we have removed FTWRL, the command line option to disable backup locks has no meaning anymore and should be removed.

       --no-backup-locks   This option controls if backup locks should be used
      		 
                            instead of FLUSH TABLES WITH READ LOCK on the backup
      		 
                            stage. The option has no effect when backup locks are not
      		 
                            default, disable with --no-backup-locks.
