Tests using versioning plugin are not skipped when versioning is not compiled

If a plugin is not compiled, tests that require this plugin are skipped (e.g. main.plugin_load is skipped with message "Need example plugin"). Some tests require test_versioning plugin but are not skipped if test_versioning plugin is not compiled.

Tests are : federated.federatedx_versioning and all versioning.* tests.
