KB: Add definition of what values other than 0 or 1 mean in sync_XXX variables.

      Description

      Documentation for sync_binlog, sync_master_info, sync_relay_log, and sync_relay_log_info does not explain what values other than 0 or 1 mean. It should say something like "For values N greater than 0, sync_xxxx causes the file to be written out to disk every N transactions/events."
