add apport hook for Debian/Ubuntu bug reports

https://wiki.ubuntu.com/Apport/DeveloperHowTo has how to add an add_info pyton to make bug reports more complete by containing db server configuration and potentially prompt for table structures. Currently most useful for downstream distros unless reporting via launchpad is manageable.
