Verbose option parsing

It's often difficult to discern how MariaDB starts up with particular values for options. Option files read by the server can be influenced by build options, environment variables, and command-line arguments.

It would be nice if MariaDB had an optional startup mode to write verbose messages as it read option files, option file groups, individual options, and command-line arguments.
