Investigate continuation of Jupyter Notebook

We contributed to a project called "Jupyter Notebook" to add support for users who want to try it with MariaDB. This has accrued bug reports and has been left in an unmaintained state. A continuation plan is needed. Whether that be directly supporting it ourselves or facilitating community contributions.
