    Description

      Some binlog_encryption.* tests fail on s390x-rhel-9 and s390x-ubuntu-2204 with:

      At line 170: query 'SELECT * INTO OUTFILE '$_dt_outfile' FROM $_dt_database.$_dt_table ORDER BY `$_dt_column_list`' failed: 1290: The MariaDB server is running with the --secure-file-priv option so it cannot execute this statement

      These tests fail with this error only on these platforms and ppc64*, so I suspect this is related to MDBF-351.
