Unable to update nextValue in system catalog error - retry logic

Customer reported that cpimport errored out with the below error, Unable to update nextValue in system catalog. Investigation the issue through logs and development input, this should probably only happened due to a collision with another syscat change. The logs files didnt show any other cpimports DDl/DML updates going on, there doesnt look like a collision did happen.

So the customer didnt think this error should of happened or maybe a retry should have been done. So this BUG is to look at the code for that error and see if there is a BUG or made some code rewrite could be done to prevent the error
