'mcsadmin start' occasionally fails for seemingly no reason

    Description

      Stepping through the upgrade process, I found that after the upgrade, 'mcsadmin start' would occasionally timeout and fail to start to the system. However, not seeing any reason it shouldn't work, I ran it again and it did work. This happened twice.

      I suspect this is independent of the fact that I did an upgrade, more likely a problem specific to the build. The problem was found running a build of the MCOL-520 branch at commit 648a1e74.
