Place "All ExeMgrs" settings under a separate section in columnstore.xml

    Description

      Currently, there is a section header for each ExeMgr (ExeMgr1, ExeMgr2...)

      There are also some settings that apply to all ExeMgrs. Currently these are gathered under ExeMgr1

      This change will leave ExeMgr1 for only those settings that apply to UM1. A new header shall be created for all the common ExeMgr settings.

      A section "ExeMgr" shall not be used as it will conflict in the code with the dynamic creation of the ExeMgr1...n section names.

      Barring a better name being offered, we will use "AllExeMgrs".

      The current list of settings affected are:
      ThreadPoolSize
      ThreadPoolDebug
      SecondsBetweenMemChecks
      MaxPct
      ExecQueueSize
