use pool reset only for corrected COM_RESET_CONNECTION

      Description

      Since COM_RESET_CONNECTION did change collation to server default (https://jira.mariadb.org/browse/MDEV-18281), this functionality must be used only with corrected servers.

      Corrected means MariaDB > 10.2.22 / 10.3.13

      Reset will not be available for MySQL (doesn't seem to want to correct issue )
